...President wanted an extension the 10% income tax surcharge as an anti-inflationary measure. He was notably less keen on tax reform at this time. Senate Majority Leader Mike Mansfield warned the President that he could not have the surtax without reform?and managed to impose this view on Finance Chairman Russell Long, a Louisiana Democrat to whom 27½% oil-depletion allowance is most precious the reform-bill cuts the allowance to 20%). As Senate Democrats were squabbling, however, Long's House counterpart, Ways and Means Chairmen Wilbur Mills, who cherishes the House's constitutional prerogative to originate revenue measures...

...repeatedly accused the North Vietnamese of treating U.S. prisoners in brutal and inhumane ways. The accusations have seemed well-founded, especially in view of Hanoi's refusal to divulge the names of the men it holds and to allow a free flow of mail. But the testimony of the returning peace delegation seemed slightly hopeful. ...participate in the stock market indirectly through pension funds and mutual funds. For many families, tumbling stock prices have at least temporarily shattered some cherished dreams. Yet the market's unsettled state brings a wry kind of cheer to Washington's inflation fighters. In their rather clinical view, stock prices are much like spinach prices or durable-goods orders: an economic indicator. Because the market mirrors investors' expectations of the performance of U.S. business, it is a valuable (but sometimes flawed) barometer of the economic future. A stock-market decline is perhaps the strongest signal yet that...
