...fatal battles between Thailand and Cambodia have been fought over other seemingly minor issues. Relations between the two neighbors have deteriorated markedly since last year because of a territorial dispute surrounding an ancient temple complex on their border. After weeks of nationalist rhetoric, the ill feeling over the Preah Vihear temple region culminated in gunfire, with a handful of soldiers killed in skirmishes. Attempts to dial down tensions have been viewed as cowardly acquiescence by some members of populaces historically conditioned to distrust each other. ...Cambodia Temple Tensions Thai and Cambodian troops are facing off over the 11th century Preah Vihear temple on the countries' shared border. Khmer Rouge units under the ruthless leader Ta Mok cut Highway 12, severing the major link to the northern province of Preah Vihear. The Khmer Rouge, whose 1975-79 reign of terror resulted in more than 1 million deaths, spurned repeated U.N. mediation efforts, as did the Phnom Penh regime. A midweek parley seemed to break the ice -- for now -- and a U.N. squad was dispatched to the disputed turf. But the U.N. cannot impose peace in Kompong Thom...

Thai soldiers gathered up about 40,000 people living in the makeshift border camps, put them aboard a fleet of buses, issued them enough rice, dried meat and fish to last them five days, and sent them back into the jungles of northern Cambodia's Preah Vihear province. The area chosen, which is near the point where the Thai, Cambodian and Laotian borders meet, was said to be relatively free of fighting. But the terrified refugees insist that the Khmer Rouge guerrillas are everywhere: they insist that thousands in the reverse exodus will die from the bullets...
