...Moscow. The consular treaty is the keystone of President Johnson's policy of "building bridges" to the East. Ratification would not only reduce the likelihood of international incidents over infractions by unlucky or unwise tourists (which have increased as larger numbers of American travelers -18,000 last year-visit the Soviet Union); it would also serve as an important spur to other East-West agreements. He had laid the groundwork for his visit only the day before in a speech to the Council of Europe in Strasbourg. Usually a bland speaker Wilson this time sounded almost like De Gaulle himself, even borrowing such favorite terms of the general as "nation states and "diversity in unity." He stayed at the Quirinale Palace during his visit to Saragat, but then moved out to take up residence at the Soviet embassy. Reason for the move: this week Podgorny was to become the first Soviet chief of state to visit the Pope, and he wanted to make clear his recognition that the Vatican and Italy...

...Frei's legislative requests. Last week Allende savored his revenge and in the process made Chile the laughingstock of Latin America. Acting on an obscure 1833 law requiring congressional approval for all presidential trips abroad, the Senate voted to deny Frei permission to make his first state visit to Washington, scheduled for early February...
