...Secretary of Defense, warned, "If you treat China as an enemy, China will become an enemy." A containment policy such as the one the U.S. used to hem in Moscow, says Perry, "could actually undermine our security, because a China that feels encircled is quite unlikely to cooperate on vital U.S. security interests. Containment could create those security problems. It could push China to accelerate its defense modernization, which would contribute to a regional arms race, increasing the likelihood of military conflict in hot spots like Taiwan, the Spratly Islands, the Korean peninsula...
Last year virtually every proposal to cut corporate welfare met a quiet death at the hands of the committees that pass on spending and tax legislation. What House Budget Committee chairman John Kasich and his forces considered unjustifiable giveaways other Congressmen defended as vital to their districts. In the end, the 25 or so programs considered most egregious by critics from all sides--say, building logging roads for timber companies at government expense--saw their budgets nicked some $2.6 billion, or only 16%, says Stephen Moore, fiscal-policy director of the libertarian-leaning Cato Institute. A Los Angeles Times poll last week showed Nader drawing five percentage points from Clinton in California, a state vital to his campaign. On the other hand, a Buchanan run in November could siphon votes from GOP nominee Bob Dole. Buchanan has said he might run if Dole does not embrace some of his conservative stances...
CAPE CANAVERAL: NASA is keeping a close watch on the space shuttle Atlantis because of a leak in a vital hydraulic system used to control wing flaps, brakes and landing gear. The space agency says the six astronauts on board are not in danger, but the shuttle's planned five-day docking with Russian space station Mir may have to be shortened. The problem developed when one of the three auxiliary power units began leaking hydraulic fluid immediately after liftoff. NASA rules stipulate that after achieving its objectives, a shuttle must return to earth as soon as possible...
