What program? The Administration's wage and price guidelines, the program that business people and wage earners love to hate, has been as dead as Confederate currency since early spring. Last week a federal district court judge in Washington nailed the coffin shut. Judge Barrington D. Parker ruled in favor of the AFL-CIO and nine other union plaintiffs that President Carter had exceeded his authority in promulgating the guidelines. By threatening to withhold federal contracts from companies that violated the guidelines, the judge concluded, the program was coercive and thus "establishes a mandatory system of wage and price...

Staffers at the Council of Wage and Price Stability insist that they can still enforce the guidelines by making companies targets of public censure, but some of the targets could not care less. Even as Judge Parker was gutting the program, White House Inflation Czar Alfred Kahn was publicly attacking Amerada Hess, an oil company, for breaching the price standards. A Hess spokesman retorted, almost sneeringly: "We regret that the guidelines, as established by the council, do not allow us to comply." Groaned one Administration official: "They're thumbing their noses...

With that in mind, Idaho Democratic Senator Frank Church is pushing for a rise to 17? per Ib. Frets...

Convinced that they were the dominant force in ousting the Shah, the oil workers feel that they are being neglected by the revolutionary government. They are insisting on 50% to 100% wage increases and are threatening to walk out if they do not get them. Members of the workers' council have been demanding sweeping changes in management. But when NIOC Chief Hassan Nazih fired six of the top directors in April, the rest of the top management resigned en masse in protest, forcing Nazih abjectly to ask everyone back. The refinery simply could not run without them. The workers...

Once the mandatory controls are in effect, the Government would have the power to require that the fees received by hospitals from their bed patients be limited by a complex formula based on general inflation, local wage levels and each hospital's efficiency. The Government would order Blue Cross, Medicare and Medicaid not to pay a hospital more than the specified increase. Hospitals would be required to set aside part of the payments they received from private insurance companies. If these payments exceeded the prescribed limit, the hospitals would have to reimburse the insurers. If they failed...
