...rumblings in the ranks were growing. This year union leaders began to complain about Meany's strained relations with the White House. Meany blamed Carter for not pushing hard enough for the legislation making unionization easier that Congress voted down. He denounced the President for supporting the original wage-price guidelines, which he felt favored business over labor. Ironically, on the day that Meany's retirement was announced, the AFL-CIO and the White House reached agreement on an accord that will give labor a voice in the setting of future wage guidelines and in forming economic policy...

...Santa Fe, 1,000 pepenadores (those who pick things up) sift through a pile of rubble 1.6 miles long and hundreds of feet high for bones, paper, glass and other recyclable items. By selling this refuse to a trash king, the pepenadores can earn more than the daily minimum wage of $6.25. ...Carter Administration last week attempted to revive its moribund voluntary guidelines by creating a 15-member committee, including representatives of labor and management, that will recommend new wage standards to replace the current 7% guide. Since unions had strongly opposed the guidelines, forming the committee was a step toward reconciliation between the President and labor. Unions still have scant incentive for moderate settlements at a time when inflation is roaring at 13%. The Labor Department announced that consumer prices rose by 1.1% in August, the seventh straight month of an increase of 1% or more. Because prices rise faster than...

...Chrysler may try to borrow from it This week Chrysler will open its own contract negotiations with the U.A.W., and ways in which the union might help the automaker will be discussed. U.A.W. President Douglas Fraser rules out using the $300 million kitty, but may accept partly deferred wage or benefit payments in return for a voice in management by workers. Fraser, a fan of the West German system of worker representatives on boards of directors, said he is likely to ask for "representation on the board, limitations on investing pension money in South Africa, and setting aside money...
