...proved to be neither short nor surgical. The federal army all too often advances only on roads, and by day, and sometimes takes its afternoons off from fighting. When the federal troops attack, their strategy is to saturate Biafran positions with wanton bursts of 76- and 90-mm. artillery fire, move forward quickly, then dig in and wait for the artillery to catch up. Such tactics, or at least the attitude behind them, are not confined to Nigeria's federal troops; they are commonplace with most African armies. ...sought to polarize the French electorate, forcing the moderate voters away from the left and into the Gaullist ranks. Toward that end, the Gaullists capitalized on the average Frenchman's fear of chaos by showing special films that depicted the rampaging mobs and wanton destruction in Paris' Left Bank riots. Much of what the Gaullists said and showed was true enough. Unfortunately, that very fear has a way of increasing violence. Fearful citizens ignore the victim's cry for help; by shunning parks and other public places, they free muggers to attack isolated pedestrians. The U.S. mind is haunted by wanton multiple murder-16 people killed by a sniper in Austin, eight nurses slain by a demented drifter in Chicago. It is hard to convince the fearful that 80% of U.S. murders (half involve alcohol) are committed by antagonistic relatives or acquaintances, not strangers...

...Berlin confrontation and the 1962 Cuban missile crisis. In a somber three-minute talk delivered hurriedly and rather flatly, he pledged that "we shall continue to use every means available to find a prompt and peaceful solution." But he also called the seizure of the ship a "wanton and aggressive act" and added, tightlipped: "Clearly, this cannot be accepted...
