There's little doubt of Berlusconi's appeal. In a country weary of political wrangling - it's on its 62nd government since the war - Berlusconi has successfully "tapped into nonpolitical sentiments," says Fabrizio Tonello, a political scientist at the University of Padua. Against the backdrop of the aspirational consumption shown on his television stations, Berlusconi's blend of ordinary Italian guyhood with the image of fabulously wealthy Don Juan is a potent one: "It's an entertainment culture," says Tonello, "the direct opposite of a political culture, in which only politicians who are celebrities can compete in the political market...

Honduras, in fact, is the latest example of how little progress Central America has made since the coups, civil wars and corruption of the past. The institutional rot that spawned those Cold War conflicts remains, not just in Honduras but in nearby countries such as Guatemala, Nicaragua and Panama. In Nicaragua, for example, leftist President Daniel Ortega last month had Supreme Court justices loyal to him summarily lift a constitutional ban on presidential re-election so he can run again in 2011, even though most Nicaraguans oppose the change. In Panama, members of the powerful Arias family have...

...while it's been 20 years since Central America's last major civil-war battle, the isthmus is actually more dangerous today. Thanks in large part to exploding gang violence and useless justice systems, Central America has seen 79,000 murders in the past six years, more than the 75,000 people killed in El Salvador's 1980-1992 civil war or the 50,000 killed in Nicaragua's 1980-1990 contra war. Haneke certainly achieves that in The White Ribbon, which some critics have called his most beautiful movie to date. Set in a German village just before World War I, the film is shot in black and white and depicts how a community falls apart following a series of inexplicable events: a doctor injured when his horse stumbles over a trip wire, a woman killed in a sawmill accident, a child who suffers a horrific beating. As the mystery builds, Haneke examines how the villagers, in the face of their despair, grasp at any straw offered to them - in this case...

...Reagan and Diplomacy In "Why The Wall Came Down," Romesh Ratnesar asserts that Reagan's biggest weapon during the Cold War was to use diplomacy and that "Obama's challenge now is to do the same" [Nov. 9]. Unfortunately, unlike communist states, Iran follows the theological-political dogma of radical Islam, which aspires to have all others submit to that ideology. Radical Islam sanctions death for the greater cause. Conversely, communism is based on a secular ideology, and Cold War leaders didn't follow a doctrine that supports dying for the cause. Diplomacy in our current situation...
