Some diplomats and journalists saw a parallel to Rapallo, the Italian Riviera resort where the Germans and Russians concluded a friendship treaty in 1922. It was the Rapallo pact that opened the way for the German army to train secretly on Russian territory, an operation that continued into the '30s.
