An authority on European education and youth, he ran a central student-aid bureau for German universities from 1921-33, launched a Werkstudenten movement whereby thousands of poor boys were enabled to attend universities. When Nazis seized his bureau headquarters and its $6,000,000 treasury in 1933, he fled Germany. In 1937 he became head of London University's Department of International Studies.
