When Hertsgaard travels to western Ethiopia and sees starving Dinka refugees--tall and reedlike--there's not much to say except that life is cruel. They were driven from their home in Sudan by drought and war, and these are ancient, traditional plagues, not modern inventions. It is in Bangkok, strangely enough, that the message of Hertsgaard's journeying begins to strike home. This sprawling river city is like most others--mad about cars, paralyzed by car traffic, its air made unbreathable by cars and its municipal life dying of cars. If this were all, the moral would be simple...

...century, but how could your list of movers and shakers have just one non-U.S. resident? The inclusion of Sony's Akio Morita almost seemed like tokenism--not that I would deny his place in history. But what about the industrialists who set about restoring the economy of Western Europe after the ravages of World War II? What about the founders of some of the conglomerates in the rest of the world? It was not only the U.S. that influenced the economy of the 20th century. PHILIP ANDREW QVIST Gauteng, South Africa...

Listeners searching for more depth should check out last year...

Kosovo?s warriors may not wait out the winter. The capture of eight Serb soldiers by ethnic Albanian fighters is threatening to end the cease-fire that stopped U.S. air strikes against the Serbs last year: Even as Serb forces gathered for an attack and Western observers scrambled to mediate Monday, guerrillas of the Kosovo Liberation Army (KLA) said they would release the soldiers only as part of a prisoner exchange. ?An exchange would legitimize the KLA as a political fighting force,? says TIME Central Europe reporter Dejan Anastasijevic. ?For the same reason, the Serbs can?t make a deal...

...Even if the region?s hardworking Western observers broker a deal over the captive soldiers, the respite may be temporary. ?The reason for the lull in fighting is less because of the cease-fire than because of the weather,? says Anastasijevic. ?The issues underlying the conflict remain unresolved, but it?s difficult to fight in minus-20-degree temperatures. When the snows melt in a month or two, the war will probably resume.? And that will put Washington right back in its Balkan bind...
