Moran is an energetic liberal who, having survived the Republican revolution of 1994, should be able to secure a fourth term this year. His constituency is largely white-collar, service-industry and federal workers, so his status as ranking member of the Civil Service Subcommittee of the Government Reform and Oversight Committee is an advantage...

...Times spent pages and pages of print detailing the effect of corporate layoffs on America's standard of living, collective pride and economic morale. These articles left me considerably depressed. The American dream, it seemed, was breathing its last. Real wages have stagnated since the '70s, and high-paying white-collar jobs continue to disappear in times of recovery as well as recession. Virtually all growth is among white-collar, service and public-sector employees. Nevertheless, labor's gains still lagged behind the increase in the number of wage and salary workers, which grew some 4% from 1992 to 1994; that caused the share of unionized jobs to continue to fall. "As employment goes up, unions will grow," Donahue says. "The trouble is that as fast as we gain new members, we lose others to corporate downsizing...

Even when Republicans do manage to hit their white-collar allies, they can't help whacking a more vulnerable constituency. The House Ways and Means Committee did approve last week a bill designed by its chairman, Bill Archer, that eliminates some tax breaks for business. But as part of the same package it also proposes to squeeze the earned-income tax credit by $23 billion over seven years. An even bigger cut--$32 billion--is proposed by the Senate Finance Committee...
