...FIRST BILLION : The Stillmans and the National City Bank-John K. Winkler-Vanguard ($2.50). Once upon a time bankers were considered the pillars of Church & State. Even 25 years ago such a word as "bankster" would have been blasphemous. But not now. For these onetime gods of the U. S. scene twilight has come. If keepers of other people's money continue to lose caste at the present rate, "banker"' may some day be an insult. And some future Lytton Strachey will have a gay time humanizing the pre-1929 financiers to less than lifesize. Such a student...

...Hitlerism in Austria rushed their several ways back to their assorted parties (TIME, Sept. 25). Heimwehr Leader Prince von Starhemberg shouted that unless the Chancellor's projected "Christian Corporative State" turned out to be 100% Fascist he and his followers would refuse to support it. Agrarian Leader Franz Winkler, defender of democracy, cried, "We are not going to fight Naziism, merely to help Austro-Fascism into the saddle!" Dozens of them rioted at the meeting place, setting off smoke bombs, ringing bells, roaring "Deutschland über Alles," until 100 were arrested, 20 injured. In spite of diplomatic protests, the Nazi radio station at Munich continued its series of evening blasts against the Dollfuss Government. The speeches given by different Nazi spokesmen every evening are particularly annoying to Austrian officials because they know that almost every Austrian farmer listens to them. They come on at 9 p. m. immediately after...

...those who have no faith in U. S. money, Max Winkler, well-publicized foreign investment expert, has compiled the four general methods of expatriating capital: 1) opening an account in a European bank and either leaving the funds in foreign currency or buying gold in the open market; 2) buying U. S. securities having a European market, selling them abroad; 3) buying foreign bonds which are payable in gold, particularly French, Swiss and Dutch East Indian obligations; 4) buying U. S. commodities (handiest: cotton), shipping them to Europe where they are sold and the proceeds left. But with one-third...
