Within days, five black and Hispanic teenagers, ages 14 to 16, were arrested and charged with the crime. The teens--Antron McCray, Kevin Richardson, Yusef Salaam, Raymond Santana and Kharey Wise--had been part of a larger rampage in which several people were randomly attacked in the park that night. The boys described it as wilding, and four of them confessed on videotape that the jogger had been one of their victims. They later recanted, saying their statements had been coerced...

He will not only offer remedies that draw on his considerable experience, but his advice will also be all the more thoughtful and provocative with the knowledge that this will almost certainly be his last major diplomatic hurrah. Of course, it will ultimately be up to Bush and Congress to decide whether or not to implement the Kissinger committee’s recommendations. But the choice is heartening for all who want to see an improved...
