Gradually, Francisco Franco's Spain has been emerging from the Nazi-Fascist doghouse in which it was locked at the end of World War II. In 1946 the U.N. passed a resolution that member states withdraw their ambassadors from Madrid, and that Spain be denied any affiliation with U.N. agencies. Although Lamont usually terms himself an "independent radical, "Senator McCarthy would not withdraw the charge of "Communist." In the investigation which ultimately led to Lamont's indictment, the Senator used as evidence against him the Army's reference in a so-called "Communist" instruction manual to Lamont's book, The Peoples of the Soviet Union.
