...after nearly two-thirds of California voters passed the controversial anti-illegal immigration Proposition 187, a state judge threw a monkey wrench into the works. In San Francisco, Superior Court Judge Stuart Pollak issued a temporary restraining order blocking enforcement of 187's provision that bars illegal immigrants from public schools. The judge said 187 conflicts with a 1982 U.S. Supreme Court ruling requiring states to provide a public education to all residents.
