...Rostenkowski case is especially painful because it joins a roll call of recent roguery. The Keating Five, the congressional post office, the House bank, the dubious book scheme of House Speaker Jim Wright -- that litany is at least partly the result of new regulations that Congress has imposed on itself. Even so, will voters care that tighter rules and closer scrutiny are part of the reason? Probably...

...dealmakers are dwindling. Former House Speaker Wright was famously willing to force House members into line on important votes. His courtly successor, Tom Foley, is more apt simply to gauge their wishes over and over again. The rising generation of younger lawmakers seems even less inclined toward Rostenkowski-style leadership, part back slapping, part arm twisting. The new crowd tends to be more attuned to polls and job preservation. "Dealmakers are willing to take risks, willing to be tough," says Tony Coelho, the former House Democratic whip who resigned in 1989 after reports about misuse of campaign funds. "They...

Another serious challenge comes from historians. David Wright was fired from Brigham Young University, which is run by the church, for his unpublished opinion that Joseph Smith, not ancient authors, wrote The Book of Mormon, the church's original scripture. Michael Quinn resigned under pressure from B.Y.U. for publishing Early Mormonism and the Magic World View, which detailed Smith's involvement with folk magic and the occult before becoming the church's first prophet. Quinn had earlier published an article indicating that despite...

...close ties to Clinton have paid off handsomely. Veteran Washington lobbyist Anne Wexler hired Wright to represent such clients as ARCO and the American Forest and Paper Association. In one case, Wright reportedly lobbied Clinton on behalf of the paper group while sharing popcorn and watching a basketball game with him in the White House...

Even now, Wright goes on part-time anti-sleaze patrol for the President. In Arkansas last December she persuaded a state trooper to sign an affidavit saying the President had never offered jobs in return for silence about his alleged trysts as Governor. Wright is also a prime source for reporters looking for dirt on Clinton's pesky accusers. But her expertise in Clinton arcana is costing her too. Friends say her lobbyist's salary won't cover the hefty legal fees already incurred complying with an expected subpoena from Whitewater prosecutor Robert Fiske...
