...they might not take to the barricades, but they are apt to protest with their votes. Western experts are concerned that Russians could reject what has been peddled to them as democracy and capitalism and toss it all overboard. The leading candidates to succeed Yeltsin already include Moscow Mayor Yuri Luzhkov and retired General Alexander Lebed, the Governor of Krasnoyarsk province. Luzhkov cultivates the air of a strongman and is no fan of reform. Lebed's political views are hard to discern, but he, like Luzhkov, is a firm nationalist. If either were elected President, he would probably arrive...
Russia's ahead in the space race again. The world's first space-bound bureaucrat -- Yuri Baturin, a former security adviser to Boris Yeltsin -- blasted off from the Baikonur cosmodrome in Kazakhstan Thursday, heading for a two-week stay aboard Mir. NASA, of course, has sent lawmakers into orbit; Senator Jake Garn took a junket on the Space Shuttle back before the Challenger disaster, and John Glenn heads off in the fall. But never has America put a presidential aide in space. Can this one fly? "We can teach anyone to become a cosmonaut as long...
Ukraine's President Leonid Kuchma pushed the begging bowl across the table when he met Al Gore on Wednesday. "Kuchma told Gore that Ukraine is in crisis and desperately needs a $2.5 billion bailout from the IMF," says TIME correspondent Yuri Zarakhovich. "He's hoping the U.S. will use its influence, because right now the IMF has even suspended existing credits to the country." The reason: Ukraine has made scant progress in reforming its Soviet-era economy, nor is it likely to while Kuchma remains shackled by a leftist-dominated parliament...
...diplomatic storm raised by the incident might not be of primary concern to Lukashenko. TIME correspondent Yuri Zarakovich reports that the authoritarian president has restored a Soviet-style command economy, and last April responded to a fall in the Belarus ruble by firing and jailing dozens of officials. With Lukashenko citing Hitler's stewardship of Germany as a role model for his presidency, it's fair to assume that diplomatic protocol is not his priority...
...Yuri Andropov had only one year to make his imprint on Soviet policy before his kidneys failed him at age 69. But what if a timely transplant had allowed him to live the life span of Deng Xiaoping? Andropov was keenly aware of weaknesses in the Soviet system but had none of Gorbachev's moral compunctions about imprisoning or killing enemies. He almost certainly would have moved more aggressively to free the economy but more cautiously on social liberalizations--perestroika without glasnost. Following China's "Dengian policies," he might well have saved the Soviet Union--and extended the cold...
